		<description><![CDATA[<p>Political Money Line <a href="http://www.politicalmoneyline.com">reports</a>: Federal PACs and campaign committees of nineteen Members of Congress have moved $44,450 by 6/30 to Anthony Weiner for New York. PACs include those of the IBEW, Brotherhood of Locomotive Engineers, Operating Engineers, and the Machinists.</p>
<p>This runs counter to the rich-Gifford/poor-Anthony storyline that has been discussed to the point of exaggeration.</p>
<p>One of the less-discussed features of the city's public financing system is that it has a leveling effect. Anthony will spend less money than Gifford, in the end. But probably not that much less, because Gifford's capacity to raise money is limited by the cap. And unlike Gifford, Anthony hasn't spent very much so far.</p>
