One of the less-discussed features of the city's public financing system is that it has a leveling effect. Anthony will spend less money than Gifford, in the end. But probably not that much less, because Gifford's capacity to raise money is limited by the cap. And unlike Gifford, Anthony hasn't spent very much so far.
