Liu</a> knocked the city&#8217;s <a href="http://www.nyc.gov/html/oem/home.html">Office of Emergency Management</a> at a hearing today for relying too much on the transit authority in case of a hurricane evacuation. &#8220;The M.T.A. is just not ready to handle emergency situations,&#8221; he said. &#8220;Even its ability to communicate, both internally and with the public, during emergencies is extremely limited.&#8221; Nor was <a href="http://assembly.state.ny.us/mem/?ad=092">Assemblymember Richard Brodsky</a> impressed. He told <a href="http://www.wnyc.org/news/articles/52120">WNYC</a>:  &#8220;The plan is not effectively or efficiently put forward.&#8221;  Brodsky, who is running for state attorney general, gets another whack at Commissioner Joseph Bruno at a legislative hearing Thursday. Bring your lunch.<br />
