...to the Ground Zero derby! New Manhattan Beep Scott Stringer just sent out a press release calling for the city Independent Budget Office to analyze the need for office space downtown. Borough presidents and the I.B.O. are, it is probably safe to say, bit players in the drama of city politics, but the move could have interesting ramifications. Does this mean that Stringer doesn't believe the Mayor, who has predicted doom and gloom for Larry Silverstein's rebuilt World Trade Center, or does he?
