Payless Bank

Transfer pleas for the visionary use of the National City Bank of New York building at 415 Broadway, at Canal. The Art Moderne building was built in 1997 1927 [thanks Mark!] by Walker & Gillette; the bank eventually went on to become Citigroup, and its headquarters became “abused by Sbarros, Payless, and counterfit bag merchants,” after being remodeled in 1998 by Joseph Pell Lombardi.
