Manhattan Institute Backs Congestion Pricing

The conservative think tank says, in releasing on Thursday a report based on eight focus groups, that New Yorkers “would be willing to accept road pricing as one part of a broad plan” to alleviate traffic congestion. But it won’t be easy.

“Overall, congestion pricing and express lane concepts received a mixed reaction from focus group participants.”
