He was hired by a group called the Anti-Congestion Pricing Coalition as an individual, he told me, and his work on this issue will be separate from his anti-big-box-store role with the Neighborhood Retail Alliance. 

Lipsky will be joining a team on the anti- side that includes Brian Meara, an Albany lobbyist who's pretty close with Assembly Speaker Sheldon Silver, and Ken Riddett, who until recently was the chief counsel to Senate Majority Leader Joe Bruno. (Bonus trivia: Meara is the brother of Chuck Meara, a top aide to City Council Speaker Christine Quinn.)

The plan, according to Lipsky, will be to put together a "geographical and ethnically diverse grass-roots coalition" to oppose congestion pricing.
