9 a.m. A reenactment of the 1863 protection of the Treasury Building in Lower Manhattan, executed in response to the violent crowds who congregated there to oppose the nation's first military draft, takes place until 4:30 p.m. at 26 Wall Street, featuring park rangers, living historians and others.

3 p.m. Council Member Tony Avella addresses the Park Department's Green Streets program at the intersection of Lewis and Willets Point boulevards in Queens.

Rudy Giuliani campaigns in South Carolina and Georgia.
