<p>It's not all that much money, but <a href="http://www.silive.com/columnists/wrob/index.ssf?/base/opinion/119598674182250.xml&amp;coll=1">Recchia is now hoping to unseat Congressman Vito Fossella</a>, and his challenger for the Democratic nomination, lawyer Steve Harrison, will likely bring it up as the campaign gets going.</p>
<p>  Two other City Council committees were fined: </p>
<p> Pamela Junior, who ran unsuccessfully ran for Councilwoman Darlene Mealy’s seat in Brooklyn, was fined $3,960, mostly for not reporting independent expenditures. Bill de Blasio’s committee was fined $937, mostly for exceeding expenditure limits.</p>
