It opportunistically takes advantage of the strongly anti-sanctuary mood in the Republican primary, touching on “driver’s licenses and in-state tuition for illegal aliens,” “amnesty” and “sanctuary cities.” And it does so by drawing a direct contrast between Romney's tenure in Massachusetts and Eliot Spitzer's here:

“As governor, I authorized the state police to enforce immigration laws.”

Latino lawmakers are currently asking Spitzer to prevent the use of state police to enforce immigration laws by signing an executive order similar to the ‘Don’t Ask, Don’t Tell” policy mayors in New York City have abided by. Spitzer said he’s looking into it but that such a protective measure may already be in place.
