We look forward to working with Tishman Speyer and the MTA to ensure full preservation of the entire historic High Line structure, including the spur over Tenth Avenue– almost 1/3 of the rail yards section. Additionally, we hope to work with the leadership of the Javits Center to ensure that a pedestrian easement is preserved on the 33/34 block, north of the rail yards site, so that the High Line may extend to connect with the Javits Center and the planned #7 extension.

MAYOR BLOOMBERG, GOVERNOR PATERSON, MTA ANNOUNCE SELECTION OF TISHMAN SPEYER TO DEVELOP WEST SIDE RAIL YARDS

Vibrant Mixed-Use Development Will Fulfill Hudson Yards Vision; $1 Billion Proposal Provides Critical Funding for MTA Capital Plan

 

Mayor Michael R. Bloomberg, Governor David A. Paterson, Metropolitan Transportation Authority Executive Director and CEO Elliot G. Sander, and Chairman H. Dale Hemmerdinger today announced the conditional selection of Tishman Speyer to develop the air space over the two development sites that compose the MTA’s John D. Caemmerer Rail Yard – the Western Rail Yard (WRY) and the Eastern Rail Yard (ERY). Tishman Speyer competed against four world-class development teams and won with a proposal for a vibrant, mixed-use development with a net present value of approximately $1 billion that will support the MTA’s 2005-2009 Capital Program.

 

The Tishman Speyer proposal would construct more than 12 million square feet of commercial, residential, retail, cultural and community space while preserving the High Line’s linear open space, including 379 units of affordable housing, and pursuing a LEED Gold standard for sustainability. In addition to these features, Tishman Speyer was chosen because it provided the highest net present value to the MTA and the backing of one of the leading developers of first class real estate in the world.

 

The MTA-owned Caemmerer Yard stores Long Island Rail Road (LIRR) commuter trains in close proximity to Penn Station, allowing the LIRR to move more than 235,000 commuters through the terminal each day. The construction proposal will provide for safe, continuous and uninterrupted LIRR service.

In July of 2007, the MTA issued two separate Requests for Proposals (RFP) for the sale of and/or long term leasing of air space and related real property interests for development at the Eastern Rail Yard (ERY) and Western Rail Yard (WRY) sections of the Long Island Rail Road’s John D. Caemmerer West Side Yard. Two of the primary objectives of the RFPs are to maximize revenue for MTA’s capital plan and to assure safe, uninterrupted LIRR service at the WSY. Currently the WSY is a 24/7 active storage, maintenance, and cleaning facility for LIRR. The third goal of the RFPs is to promote excellence in architecture, urban design, and sustainability in keeping with the City’s vision for the economic development and revitalization of the Hudson Yards area.

 

On October 11, 2007, the MTA received proposals from five qualified real estate development firms for both yards. The proposals were evaluated over several months by a Selection Committee comprising a majority of MTA members and two representatives from the Hudson Yards Development Corporation. After negotiations with several of the proposers, the Selection Committee recommended the Tishman Speyer proposal to the MTA Board today.

 

The proposal includes the following elements:

 

The Western Rail Yard:

Located at the heart of the Far West Side, the 13-acre WRY is bordered by West 30th and 33rd streets, between 11th and 12th avenues. The Tishman Speyer proposal adheres to the design guidelines outlined in the RFP, with approximately 6 million square feet.

In addition to the affordable housing mandated on the Western Rail Yard, as part of the development process, the MTA is proposing to make available to the City the property on the southeast corner of 54th Street and 9th Avenue at the time of a closing. The City will provide $40 million to create new affordable housing units at this location.

 

The Eastern Rail Yard:

The 13-acre ERY sits between 10th and 11th avenues from West 30th to 33rd streets. The ERY was re-zoned in January 2005 as part of the City’s Hudson Yards re-zoning, and allows for approximately 6.3 million square feet of mixed-use development including office, residential, hotel, retail, cultural and parking facilities, and public open space. The zoning controls for the site require approximately seven acres of public open space, including a significant public plaza.

Special Features:

The High Line, which borders the Caemmerer Yard on the south and west, is retained as an integral part of the Tishman Speyer proposal. The High Line will be rehabilitated and maintained as a linear open space. The proposal only removes the spur at the eastern end and replaces a small portion of the curve at 12th Avenue and 30th Street.

Tishman Speyer’s plan will achieve a minimum certification of LEED Gold by the U.S. Green Building Council, representing one of the most significant commitments to green development in the United States.

The terms of the deal will be a 99-year ground lease, severable, with options to purchase severed fee parcels. The net present value of the proposal is $1.004 billion.

At its monthly meeting today, the MTA Board authorized the MTA CEO to execute a Conditional Designation Letter (CDL) with the developer within the next 14 days. Upon completion of this CDL, the MTA would then enter into a contract with the developer within the next 120 days. The proposal for the WRY would then begin an environmental and public review, which consists of preparation of an environmental impact statement followed by the City’s Uniform Land Use Review Procedure (ULURP), a six-month series of reviews by the community board, Borough President, City Council and City Planning Commission. The ERY was re-zoned in January 2005 and construction could commence upon completion of the contract with the developer.

Tishman Speyer and its affiliates currently own approximately 69 million square feet of commercial properties and approximately 100,000 apartment units worldwide, and controls Rockefeller Center, the Chrysler Building and more than 100 other towers in New York, Washington, London, Paris and São Paulo, Brazil.

MTA ON SELECTING A DEVELOPER FOR

HUDSON RAIL YARDS; LOOKS FORWARD TO CONTINUING

NEGOTIATIONS ON LINGERING CONCERNS

New York – New York State Senator Thomas K. Duane (D-WFP Manhattan) today congratulated the Metropolitan Transportation Authority (MTA) on its announcement that a bidder has been chosen to develop the MTA’s Hudson Rail Yards. The MTA’s selection of Tishman Speyer Properties comes after a six month process in which five of New York City’s leading developers presented their visions for the future of the Rail Yards property, which the MTA seeks to lease to provide vital revenue for its capital plan.

 

Senator Duane also offered congratulations to Tishman Speyer Properties and said, “I welcome Tishman Speyer as a partner with the MTA, the City and the State in creating a world-class development for New York City, New York State, the West Side of Manhattan and the immediate surrounding neighborhoods, as well as transit users who will benefit from the capital plan which the development will help fund.”

 

Senator Duane commended the MTA for moving the selection process forward in a timely manner, and for having made the process open to and inclusive of the community to the greatest extent possible while being fair to the parties that were bidding. “I look forward to continuing with this open process,” Senator Duane said, noting that now that a developer has been selected, the coming months hold more negotiations, including the City’s Uniform Land Use Review Procedure (ULURP) for the Western Rail Yards.

 

“Going forward, during these challenging economic times, I and others will continue to work to increase the amount of affordable housing for all income levels and, especially, to find a way to make it permanent,” Senator Duane said, commenting that he will work on the issue with Community Board Four, which has labeled permanent affordable housing a prime concern along with preservation of the High Line.

 

In addition, Senator Duane stressed that, “I have long been a champion of the High Line and preserving it in its entirety. It’s good for the City and good for Tishman Speyer, and I look forward to continuing to work to make sure the High Line realizes the amazing potential I know it holds.”

 

Senator Duane also pointed out that the MTA’s selection of a developer provides an opportunity to examine the makeup of uses on the Rail Yards. “Residential and commercial development must both play a significant role on the Rail Yards, and we need to look at the ratio of one to the other. As we look at the configuration and makeup of the site, we will also consider the location and specifications of the cultural center, space for nonprofit arts groups, and, critically, the school, all of which are to be included onsite,” said Senator Duane. “Together, the design and uses will impact the quality of life of the West Side and surrounding neighborhoods, drive the City’s future growth and ensure the future fiscal integrity of the MTA.”

 

Finally, Senator Duane said, the context of the Rail Yards’ location within the larger City will continue to be examined. “The Clinton/Hell’s Kitchen and Chelsea neighborhoods are mixed-income, low-rise gems, and since the Rail Yards straddle the two communities, we look forward to working with all the stakeholders to make sure that their integrity is respected.” Senator Duane also stressed the importance of examining the Rail Yards’ relationship to Hudson River Park to the West and the proposed Moynihan Station to the East to ensure comprehensive and sensitive urban planning.

 

“This has been a very exciting process, and I am pleased that the public had a chance to review the competing bids, all of which were of world-class quality,” said Senator Duane. “I look forward to the coming months as the MTA, Tishman Speyer and all the stakeholders continue to work together and plan together for this important site on Manhattan’s West Side.”
