Quinn Names Phantom Groups

Christine Quinn’s director of communications, Jamie McShane, briefed reporters in Room 9 at City Hall just now, and provided the names of the fake organizations her staff used to shield the fact that taxpayer money was being moved into reserve. Her office has not said who created these groups, or which, if any, City Council members requested funding for them.
