9:15 The NYPIRG Straphangers Campaign trick-or-treats at the M.T.A. board meeting to draw attention to the authority's fiscal problems. On the fifth floor of 347 Madison Avenue.

10 a.m. Schools Chancelllor Joel Klein, U.F.T. President Randi Weingarten and and N.Y.U. President John Sexton announce the formation of an organization called Research Alliance for New York City Schools, with funding from the Gates and Ford foundations. In the Gardener Commons Room, N.Y.U. Henry Kaufman Management Center, 44 West 4th Street.

10 a.m. The City Council holds a hearing on a measure requiring all public government meetings hearings to be streamed live online, in the 14th floor Hearing Room, 250 Broadway.

11 a.m. Michael Bloomberg holds a press conference with an update on MillionTrees N.Y.C. in the East Harlem Community Garden, 415-417 East 117th Street.

Noon. Council Members Bill de Blasio and Letitia James, Comptroller Bill Thompson and attorney Randy Mastro hold a press conference announcing a legal challenge to changing the term-limits bill without a public vote.

6:30 p.m. Staff from the Department of City Planning holds an informational community meeting of the proposed contextual rezoning of parts of Williamsburg and Greenpoint. In the downstairs meeting room of the Capital One bank in the Greenpoint-Savings Bank Building, 807 Manhattan Avenue in Brooklyn.

6:30 Manhattan Borough President Scott Stringer hosts a reception for Hispanic Heritage Month in the faculty dining room at the City College of New York, third floor north in the N.A.C. Building, Convent Avenue and 138th Street.

1 p.m. An information session on the the proposed New York Regional Interconnect , a 190-mile powerline that would run from Utica downstate, will be held by The Public Service Commission. A public hearing follows at 2 p.m. At the Delaware Community Center, 8 Creamery Road in Callicoon.

1 p.m. The New York State Council on Food Policy holds its annual fall meeting. In room 250 of the Capitol in Albany.

3 p.m. Hillary Clinton holds a Get Out the Vote Rally with congressional candidates Alice Kryzan, Dan Maffei and Eric Massa, and State Senate candidate Rick Dollinger. At Monroe Community College, Stabins Physical Education Complex, building 10, 1000 East Henrietta Road in Rochester.
