Ed Koch said the only way he can hold the gubernatorial candidates accountable to their pledge to support non-partisan redistricting is, basically, through shame.

“You’re not a person of your word. You’re a liar,” is the kind of thing he’d say if any of them backed away from their pledge, he said. “I don’t think people in office today want to have that confrontation.”
