Andrew Cuomo has drawn his battle lines.
The governor today proposed a budget that eschews raising taxes in favor of calling for deep cuts to Medicaid and education, scaling back the operating budgets of state agencies and compelling union leaders to negotiate over jobs and wages. While nearly every sector is affected, Cuomo’s budget seeks to make the most of what remains by consolidating the apparatuses of government, rewarding efficiency and in some cases delegating financial responsibility to the Federal government or local municipalities.
