Midtown Slowdown: Councilman Garodnick Asks City to Take Its Time on Rezoning Midtown for Superscrapers

Easy does it. That is the message from Councilman Dan Garodnick, echoing concerns of two Midtown community boards, that the Bloomberg administration is moving too fast in its plans to rezone Midtown East to allow for taller skyscrapers.

The Councilman, who represents the eastern flank of Manhattan, applauded the plan in a letter [PDF] to Planning Commish Amanda Burden last week shared with The Observer, but he worries to plan is so complex, it needs more time to be considered. The Department of City Planning argues there is enough time to get the job done before the Bloomberg administration is out in a year and a half. Read More

Hudson Square Hallejujah: City Planning Certifies Trinity’s Transformation of Sleepy Neighborhood

Time to pray to the zoning gods. As expected, Trinity Real Estate brought its big plans to the City Planning Commission today—it is the largest private rezoning ever undertaken. The plan to bring residential development to the quiet blocks just west of Soho was met with quiet approval from the commission, though a few members of the zoning board expressed concern over whether or not a private applicant, and not the city, should be undertaking such a project. Hudson Square Rising: Last Corner of Undeveloped Manhattan Starts Rezoning Process Monday

Trinity Church has controlled vast swaths of Lower Manhattan real estate for more than three centuries, since the Queen of England deeded 215-acres to the church in 1705. Much of that property has been given away or sold off, but the church still controls one pocket of land at the mouth of the Holland Tunnel, known affectionately these days thanks to developers and brokers, as Hudson Square.

Over the years, the neighborhood has been remade repeatedly, from farmland to factories to the heart of the city’s printing district. More recently, it has become a hub of media and tech firms—Saatchi and Saatchi, New York magazine, MTV, the New York Genome Center—but the church wants to take things a step further and create a 24/7 live-work neighborhood, like neighboring Soho and Tribeca.

For the past five years, Trinity has been working on a rezoning of 50 acres spread over some 20 off-the-grid blocks—the area often feels remote cut off from the rest of the city as it is by the Holland Tunnel. On Monday, it officially begins the public review process, as the City Planning Commission is expected to certify Trinity’s in-hourse rezoning proposal. Read More

Another Look at the Quite Possibly Insane Midtown Skyline of the Future

Back when we did our big report one what the Bloomberg administration has in store for Midtown East under an in-the-works rezoning, we came up with a little dream/doomsday scenario of what that might look like. Then, when the city officially unveiled the plans, they revealed that some sites could potentially see buildings as big or bigger than the Empire State Building, and they produced their own images of this brave new world.

Faulty Towers: Midtown Needs a Makeover, with Twice as Tall Towers, But Can Mayor Bloomberg Get It Right?

It was but one line in Mayor Michael Bloomberg’s State of the City address in January, but it could prove to be one of the biggest of his dozen years in office.

“In the area around Grand Central, we’ll work with the City Council on a package of regulatory changes and incentives that will attract new investment, new companies and new jobs,” the mayor said from the stage inside Morris High School in the Bronx.

Hizzoner spent more time talking about Cornell’s Roosevelt Island tech campus, keeping the Hunt’s Point Produce Market from moving across the Hudson to Jersey and efforts to further expand the blue-collar workforce on the waterfront. Even the redevelopment of nearby East Fordham Road and Webster Avenue got equal billing with these vague pronouncements about “the area around Grand Central.”

Despite the scant mention, it turns out that for an administration that has never shied away from big plans, this may be one of the biggest projects yet. Read More

Off the Tracks: Restoring a Rail Link to JFK, or Turning It Into the Next High Line

Three and a half miles of abandoned railroad tracks obscured by overgrown brush and untouched for more than 50 years continue to be the spectacle of a heated debate, one that had two groups battling it out earlier this week.

“I don’t think anyone got hit at the meeting, but there was some shouting going on,” said George Haikalis, chairperson for the Regional Rail Working Group, with a slight but perceivable hint of sarcasm.

The meeting Mr. Haikalis is referring to was hosted by the Queens City Congress on Monday and allowed two groups—Mr. Haikalis’ group and Friends of QueensWay—to voice differing viewpoints on whether to convert the disused railroad trestle into a High Line-like park or to restore its 1960s tracks. A New BluePRint: City to Speed Up Land-Use Reviews

One of the more onerous aspect’s of developing in New York City is the public review process, known as ULURP, a seven-month gauntlet of meetings and votes and editorializing about one’s baby. But just as troublesome can be the act of getting to ULURP, a pre-certification process at the Department of City Planning that can take months, and sometimes even years, as city officials and planners get a project into the shape they want it and running environmental and economic analysis on the project.

The city just popped an aspirin on this development headache, or rather an Aleve, for a new program known as BluePRint, the Business Process Reform. It is meant to streamline the pre-certification process, Deputy Mayor Robert Steel announced at an ABNY breakfast this morning. Read More
