After 40 years, is this for real?

SPURA Spat Sweeps Council: After 40 Years, Disbelief Abounds

Yesterday, at a City Council hearing on the Seward Park Urban Renewal Area, more commonly known as SPURA, the proper pronunciation of acronym—s-pure-rah? spur-ae? spewer?— wasn’t the only point in contention. The other question, the one the public, very many of them, had come out to answer was: Could New York finally take real steps, after nearly 40 years of waiting, to develop a long-neglected series of parking lots on the Lower East Side while still maintaining the famed spirit and character of that neighborhood. Or, as some would have it, would SPURA become just another in a long chain of missed opportunities.

The hearing, chaired by council members Steve Levin of Brooklyn, chair of the zoning subcommittee, and Margaret Chin, the local rep, was a packed affair with the honorable Mr. Levin often reminding people to show their appreciation by, “doing the Occupy Wall Street thing,” as he wiggled his fingers in the air. “Jazz hands” is the technical term, we believe. It was a gesture that would be seldom actually seen during the next three and a half hours, with many of the speakers, both for and against the project, receiving their own rounds of loud supportive applause. The Wong Plan: Wok & Roll Founder Wants to Make SPURA 100 Percent Affordable, Build Giant Bus Depot

For more than four decades, Lower East Siders have been fighting to redevelop the Seward Park Urban Renewal Area, more commonly known by the (fittingly) ominous acronym SPURA. Just this year a breakthrough came, but another fight has ensued over the specifics of the plan. A grassroots citizen coalition wants the project devoted entirely to affordable housing, contrary to the city’s more market-driven mixed-income approach.

Could their salvation come in the form of the founder of the ubiquitous Chinese fast food chain Wok & Roll, an institution more at home in the food courts and airports of middle America than the streets of downtown? Read More

West Harlem Rezoning Still Too Big, Say Locals Hoping Council Will Fight Back

Recently, the City Planning Commission approved plans for the rezoning of West Harlem, a plan meant to protect the smaller-scale of the neighborhood. Some locals believe it still allows for outsized development in some places, specifically along the 145th Street corridor. They have written a letter to the City Council, which will make the final decision on the rezoning in the next month or so, urging it to reduce the height of buildings on 145th Street. We know that the reason there are no skyscrapers in the middle of Manhattan has nothing to do with bedrock and everything to do with development patterns. And it is development that will alter that skyline once again. Trinity Real Estate recently unveiled their plans to rezone Hudson Square, the last undeveloped corner of Manhattan just west of Soho, north of Tribeca, south of the Village. Keeping It Contextual: City Planning Commission Approves Rezonings in West Harlem, Bed-Stuy

It was a busy day at the City Planning Commission Wednesday. Not only did the commissioners debate the upzoning of the Chelsea Market, which they unanimously approved, but they also approved the downzoning of two historic neighborhoods, West Harlem and Bed-Stuy. The contextual rezonings seek to limit development on side streets, which tend to be chock-full of 100-year-old brownstones, while directing new development—with affordable housing!—to the broad avenues running through the neighborhoods. West Harlem Shuffle: Scott Stringer Approves Low-Rise Rezoning He Called for Five Years Ago

Back in 2007, in order to win his vote for Columbia’s contentious Manhattanville rezoning, Manhattan Borough President Scott Stringer got the city to agree to rezone the blocks north of the new 17-acre campus as well, a stanch against over development. Today, the borough president gets to vote on the rezoning he requested for West Harlem, and he is touting it as a triumph of community planning.

“This rezoning reflects the input of thousands of stakeholders in West Harlem and five years of work toward crafting a community-based planning consensus that could be a model for the rest of our City,” Mr. Stringer said in an email. “It is a promise kept to the residents of West Harlem—and a proud moment for all who are involved.”

Like many parts of the city, the zoning has not been updated since 1961. The Department of City Planning has created, through a multi-year consultation with the community, a contextual zoning package that will largely maintain the same density of development in the neighborhood while imposing new height limits and street wall requirements to ensure that sliver buildings and other uncharacteristic buildings cannot be built. The Mayor’s Very Big Plans for Midtown East

It turns out a one-liner in Mayor Bloomberg’s State of the City may indeed be one of the biggest development proposals of the waning days of his administration. Last Thursday, the mayor declared, “In the area around Grand Central, we’ll work with the City Council on a package of regulatory changes and incentives that will attract new investment, new companies and new jobs.”

At the time, this could have meant any number of things, from tax incentives to a rezoning. The latter would be the most ambitious, but also the most complex, given it would require the demolition of some of the most built-up real estate in the world. According to a spokesperson for the Department of City Planning, the city is studying exactly what the best approach would be for the area, and expects to have the results by the spring, but according to The Journal, a major rezoning, stretching as far north as Central Park, may well be in the works. Sunnyside Won’t Rise! City Council Passes Rezoning

Yesterday, the City Council voted to suburbanize another piece of Queens. This time it was the neighborhoods of Sunnyside and Woodside getting rezoned. The plan helps preserve the neighborhoods’ character by limiting new development to a few main thoroughfares, but as arguably two of the best neighborhoods in the city, limits newcomers. “The pace of development in Sunnyside and Woodside has increased in recent years for many reasons, including its attractive and well-kept streetscapes, bustling commercial corridors, and convenient mass transit to and from Manhattan,” local Councilman Jimmy Van Bremmer said in a release, which you can read in full after the jump. ”By taking this action today, we will prevent development that is out of character while protecting the low density nature of much of the area.”
