Luis Ortiz, who allegedly shot N.Y.P.D. officer Kevin Brennan Tuesday night, was already a suspect in the first homicide of 2012. The city’s Economic Development Corporation is seeking bidders to turn the Bellevue Psychiatric Building on the East Side into a hotel.
