She doesn't say, 'Well, they're not my affiliation. They don't like abortion. They don't like same-sex marriage.' She embraces them, as part of the group. And I think throwing one liberal Republican out doesn't show that we're the open tent."</p>
<p>Over the week, Republicans closed the tent. The establishment is now backing Doug Hoffman, an accountant who was nominated by the Conservative Party after Republicans picked Scozzafava. He has won the primary that never happened.</p>
<p>It's brewed for weeks: presumptive presidential candidates <a href="/2009/politics/palins-money-effect">Sarah Palin</a> and Tim Pawlenty declared their support for Hoffman. National PACs upset with Scozzafava's support of the federal stimulus, EFCA, same-sex marriage and abortion rights poured on money and attacks. <a href="/2009/politics/thompson-hoffman-owens-again-owens-0">Fred Thompson cut an ad</a> for Hoffman.</p>
<p>At some point, Hoffman had gone from <a href="/2009/politics/hoffman-scenario">odd-ball spoiler to the best chance the Republicans have of keeping the seat out of Democratic hands.</a> The National Republican Congressional Committee stopped attacking him and the Democrats, whose candidate Bill Owens was slowly and quietly building support, started.</p>
<p>The fatal blows to Scozzafava came Thursday. Representative Pete Sessions, chairman of the NRCC <a href="http://www.politico.com/news/stories/1009/28899.html">told <em>Politico</em></a> that if he won, Hoffman would be welcomed "with open arms." That night, George Pataki, the moderate former New York governor told a reception of Conservative Party members that <a href="/2009/politics/scozzafava-pulls-out">he was backing Hoffman.</a> It was a harbinger that the state Republican establishment--Chairman Ed Cox has skipped many opportunities to fight for Scozzafava--was gone along with the national guys. Then <a href="/2009/politics/ny-23-poll-owens-and-hoffman-dead-heat-scozzafava-dead-0">word of a new poll got around: </a>Hoffman and Owens were in a dead heat, and Scozzafava was fatally lagging. She issued a statement Saturday morning, and "released" her supporters to do as they pleased. Dede Scozzafava never backed away from her moderate positions, and they killed her.</p>
<p>"You could smell it coming a mile away," said Jim Ellis, the Franklin County Republican chairman whose own views are more conservative than Scozzafava's. "I think Dede had the misfortune of running at a time when that particular message that she was putting out there had no relevance, and the NRCC basically wouldn't let her do what she normally would have done."</p>
<p>It was the <a href="/2009/politics/local-argument-scozzafava">local party officials--guided by Ellis--who settled on Scozafava;</a> not the national partisans. Some chairs had reservations, but Scozzafava built a coalition of moderates to get the nomination, leaving bad feelings in the minds of some of the more conservative chairs.</p>
<p>It didn't matter at first. Scozzafava was the first declared candidate, and built an operation consisting of the consulting firm Capitol Public Strategies--a haven for old Pataki hands like Dave Catalfamo and Bill McGahay--and two staff operatives: Matt Burns and Michael Backus, John McHugh's former chief-of-staff. The NRCC sent two staffers and set about doing what the NRCC does: attack the opponents.</p>
<p>Predictably, the factions clashed. The internal staffers plotted a strategy based on Scozzafava's record in the Assembly, producing <a href="http://www.dedeforcongress.com/news/Read.aspx?ID=26">ads like this one</a> and advising Scozzafava to not sign a national Taxpayer Protection Pledge that Hoffman was touting.</p>

I can't make a call to anyone on her behalf because of those things."</p>

<p>The NRCC was left holding the bag, and as Ellis said, was unwilling to build on the support Scozzafava had, lest it alienate its own national donor base.</p>
<p>"Where were the pro-choice women's groups? Where were the marriage equality folks? How come no one went up to Doug  Hoffman's accounting firm with signs attacking him for hating their gay daughter?" said one Republican operative familiar with the campaign.</p>
<p>"The argument was that she didn't have a clear path to victory," said a different operative familiar with the campaign.</p>
<p>Finally, the NRCC bailed and Scozzafava walked away. Loads of Republicans uncourageously jumped off the fence.</p>
<p>"By suspending her campaign it makes it possible for the Republican Party and the Conservative Party to unite and support the basic core values of the Republican Party on Tuesday," said Rick  Lazio, who seeks both parties' blessing in a run for governor. "I congratulate her for her selflessness and join her and other Republicans in supporting Doug Hoffman for United States Congress."</p>
<p>"Dede Scozzafava has placed her Party and her principles over politics and position for years," said Cox, whose spokesman on Thursday insisted he was working hard to support her. "For those who know her, her actions today come as no surprise because they show real leadership. This move demonstrates her commitment to ensuring that those people have a Republican, fiscally conservative voice in Congress."</p>

<p>"She was out of sync with a new evolving direction for the Republican Party both nationally and in New York State. When you have George Pataki endorsing the Conservative, that tells you that the most experienced Republicans recognize that there's been a sea change in Republican politics," he told me. "And now that Dede's out of the way, it's now a take off the gloves yea or nay on the Obama administration."</p>

		<title>Representative Scott Murphy and the Blue-ing of the 20th</title>

		<description><![CDATA[<p><img class="alignleft" src="http://nyoobserver.files.wordpress.com/2011/06/murphy_end_1.jpg?w=300&h=225" />GLENS FALLS—Scott Murphy, a Democratic businessman from Glens Falls, will be sworn in as the next <a href="http://www.politickerny.com/tags/20th-congressional-race">congressman in the 20<sup>th</sup> district</a>, after Republican Assemblyman Jim Tedisco issued an official concession.</p>
<p>At a downtown intersection for his first public appearance since a special election March 31, Murphy walked to the corner towing his three children and returning his wife&#039;s smiles. He made a brief statement, then took questions and conducted interviews.</p>
<p>&quot;We&#039;re having a great day, obviously,&quot; he said. &quot;We&#039;ve got a lot of work in front of us, and I&#039;m excited about getting to Washington and getting to work.&quot;</p>
<p>Murphy is the second consecutive Democrat elected in the district, which has a 70,000 more enrolled Republicans than Democrats. His win follows the successes of now-Senator Kirsten Gillibrand, who defeated incumbent John Sweeney in 2006. The seat became available when she was elevated to the Senate in January.</p>
<p>Murphy said he &quot;<a href="http://www.politickerny.com/3080/recount-slows-then-turns-little-ugly">never expected to be counting votes for three weeks after the election</a>,&quot; and said that the voter turnout in the race -- around 160,000--was significant.</p>
<p>&quot;It really reinvigorates the democracy for people to realize that their vote really can make a difference,&quot; he said. <a href="http://www.politickerny.com/3239/tedisco-concedes-murphy-go-congress">Tedisco, as he conceded, was &quot;gracious&quot; and &quot;cordial.&quot;</a></p>
<p>I asked Murphy if he would run again in 2010. Maybe predictably, he demurred. But his victory is already being spun by Democrats as a tipping-point event, and a validation of President Obama&#039;s policies, <a href="http://www.politickerny.com/2744/debate-murphy-echoes-obama-tedisco-cites-experience">an association that Murphy emphasized throughout the campaign.</a></p>
<p>&quot;They were looking for change in Washington, and people that brought common-sense solutions, the kinds we use in our small businesses,&quot; he said. &quot;That&#039;s what I talked about, and I think that&#039;s what they responded to.&quot;</p>
<p>Larry Bulman, the Saratoga County Democratic chair, said, &quot;The district is definitely not red.&quot; Other national Democrats fed into this fervor, but what is more surprising is how Republicans have all but thrown in the towel in a place that should be easily electing them.</p>
<p>&quot;After a long, hard-fought race, the final result of the New York special election reinforces what our party has known since November - we have our work cut out for us when it comes to winning in Democrat-held districts,&quot; said Representative Pete Sessions, chairman of the National Republican Congressional Committee, in a statement. &quot;In defeat, there will always be disappointment, but we should not ignore some of the encouraging signs that came out of this race. Just a few short months ago, President Obama carried this district and Kirsten Gillibrand won by an overwhelming margin against a well-funded challenger. For the first time in a long time, a Republican congressional candidate went toe-to-toe with a Democrat in a hard-fought battle over independent voters. This was hardly a common phenomenon in 2008, particularly in the Northeast. It should also be noted that our members and party leaders stepped up to the plate and without them this race never would have been as competitive as it was.&quot;</p>
<p>Tedisco took this line too, telling me on Election Night that <a href="http://www.politickerny.com/2861/the-state-of-tedisco">&quot;it&#039;s not Gerry Solomon&#039;s old district.&quot;</a> Other local Republicans seem more inclined to believe that the race was Tedisco&#039;s to lose, and that he duly lost it.</p>
<p>I asked Representative Steve Israel, who, in his capacity as an official with the Democratic Congressional Campaign Committee, helped recruit Murphy, what he thought of the Republican spin.</p>
<p>&quot;That is the silver lining behind a whole sky of gray,&quot; he said.</p>
<p>The challenge ahead for Murphy lies in determining what lines to take as an elected official, not just a candidate who was able to win largely through hammering his opponent for opposing the federal stimulus package.</p>
<p>Murphy is <s>pro-life</s> pro-choice and supports the Tiahrt Amendment, a bellwether of how liberal his stance on guns is. <p>Republicans are expected to withdraw a court case Monday that will prevent Murphy from being declared the winner. There are stil 800 votes that have not been counted; once they are canvassed, State Board of Elections spokesman John Conklin said, Murphy should be certified the winner after a May 12 meeting of the board&#039;s commissioners. </p>
<p>Murphy said he expects to sit on the Agriculture and Financial Services committees once in the House. He plans to live in Glens Falls. According to Brendan Daly in House Speaker Nancy Pelosi&#039;s press office, Murphy will be sworn in sometime next week without the official certification.</p>

<p>&quot;We&#039;re having a great day, obviously,&quot; he said. &quot;We&#039;ve got a lot of work in front of us, and I&#039;m excited about getting to Washington and getting to work.&quot;</p>
<p>Murphy is the second consecutive Democrat elected in the district, which has a 70,000 more enrolled Republicans than Democrats. His win follows the successes of now-Senator Kirsten Gillibrand, who defeated incumbent John Sweeney in 2006. The seat became available when she was elevated to the Senate in January.</p>
<p>Murphy said he &quot;<a href="http://www.politickerny.com/3080/recount-slows-then-turns-little-ugly">never expected to be counting votes for three weeks after the election</a>,&quot; and said that the voter turnout in the race -- around 160,000--was significant.</p>
<p>&quot;It really reinvigorates the democracy for people to realize that their vote really can make a difference,&quot; he said. <a href="http://www.politickerny.com/3239/tedisco-concedes-murphy-go-congress">Tedisco, as he conceded, was &quot;gracious&quot; and &quot;cordial.&quot;</a></p>
<p>I asked Murphy if he would run again in 2010. Maybe predictably, he demurred. But his victory is already being spun by Democrats as a tipping-point event, and a validation of President Obama&#039;s policies, <a href="http://www.politickerny.com/2744/debate-murphy-echoes-obama-tedisco-cites-experience">an association that Murphy emphasized throughout the campaign.</a></p>
<p>&quot;They were looking for change in Washington, and people that brought common-sense solutions, the kinds we use in our small businesses,&quot; he said. &quot;That&#039;s what I talked about, and I think that&#039;s what they responded to.&quot;</p>
<p>Larry Bulman, the Saratoga County Democratic chair, said, &quot;The district is definitely not red.&quot; Other national Democrats fed into this fervor, but what is more surprising is how Republicans have all but thrown in the towel in a place that should be easily electing them.</p>
<p>&quot;After a long, hard-fought race, the final result of the New York special election reinforces what our party has known since November - we have our work cut out for us when it comes to winning in Democrat-held districts,&quot; said Representative Pete Sessions, chairman of the National Republican Congressional Committee, in a statement. &quot;In defeat, there will always be disappointment, but we should not ignore some of the encouraging signs that came out of this race. Just a few short months ago, President Obama carried this district and Kirsten Gillibrand won by an overwhelming margin against a well-funded challenger. For the first time in a long time, a Republican congressional candidate went toe-to-toe with a Democrat in a hard-fought battle over independent voters. This was hardly a common phenomenon in 2008, particularly in the Northeast. It should also be noted that our members and party leaders stepped up to the plate and without them this race never would have been as competitive as it was.&quot;</p>
<p>Tedisco took this line too, telling me on Election Night that <a href="http://www.politickerny.com/2861/the-state-of-tedisco">&quot;it&#039;s not Gerry Solomon&#039;s old district.&quot;</a> Other local Republicans seem more inclined to believe that the race was Tedisco&#039;s to lose, and that he duly lost it.</p>
<p>I asked Representative Steve Israel, who, in his capacity as an official with the Democratic Congressional Campaign Committee, helped recruit Murphy, what he thought of the Republican spin.</p>
<p>&quot;That is the silver lining behind a whole sky of gray,&quot; he said.</p>
<p>The challenge ahead for Murphy lies in determining what lines to take as an elected official, not just a candidate who was able to win largely through hammering his opponent for opposing the federal stimulus package.</p>
<p>Murphy is <s>pro-life</s> pro-choice and supports the Tiahrt Amendment, a bellwether of how liberal his stance on guns is. <p>Republicans are expected to withdraw a court case Monday that will prevent Murphy from being declared the winner. There are stil 800 votes that have not been counted; once they are canvassed, State Board of Elections spokesman John Conklin said, Murphy should be certified the winner after a May 12 meeting of the board&#039;s commissioners. </p>
<p>Murphy said he expects to sit on the Agriculture and Financial Services committees once in the House. He plans to live in Glens Falls. According to Brendan Daly in House Speaker Nancy Pelosi&#039;s press office, Murphy will be sworn in sometime next week without the official certification.</p>
