City Realty checked out the scoping hearing held this past Tuesday for the Con Ed Waterside Plant facility that runs along the East River from 34th to 41st streets. There are two competing visions for this plot of land, one that would create 6 million(!) square feet of residential, commercial and retail space, and several towers ranging from 45 to 60 stories tall; the other (proposed by Community Board 6) would substantially decrease the developer’s floor-area ratio, from 12 to six (with several bonuses).
