A Budget Without a Comptroller

So, is there a chance Eliot Spitzer will propose his first executive budget on February 1st without a new state comptroller in place, and is that a problem?

According to an aide to the governor, the answers are yes, and not really.

Here’s why.

Right now the first deputy comptroller, Tom Sanzillo, is the acting comptroller and has all the powers and authorities of a comptroller.

And on February 1st, the executive budget is being presented, not voted on. That’ll happen on or close to April 1st, by which time there should be a new comptroller. (Right?)
