John Scott, who held the 36th district State Senate seat from 1992 to 1998, is mulling a bid for the Republican nomination for Congress in the 10th district of Pennsylvania, against freshman Democratic Congressman Chris Carney. Carney defeated veteran GOP incumbent Don Sherwood in this Republican-leaning district in 2006, amidst criticism of Sherwood's extramarital affair.

Scott moved to Pennsylvania about five years ago and has become active in local politics. He met with NRCC officials in Washington last month.

Scott was a grass roots conservative activist and first-time candidate when he unexpectedly ousted Democratic incumbent Gabriel Ambrosio in the 1991 anti-Florio landslide. He was re-elected in a 1993 rematch with Ambrosio, but lost his bid for a third term in 1997 to Democrat Garry Furnari.
