When Michael Bloomberg disclosed that his administration has its own slush fund, it was the first time many people had heard of it.
At yesterday’s press conference in the Bronx, Bloomberg was asked why his office gives out discretionary funds when that’s what the City Council also does.
"I gather it’s been a practice for a long time," he said.
