ALBANY—A new report by Inspector General Joseph Fisch finds that while it was investigating the Troopergate affair, the executive director of the Commission on Public Integrity spoke regularly with members of the Spitzer administration.

The report calls for the resignation of Herbert Teitelbaum, who Fisch said may have violated the public officer's law by speaking regularly with Robert Hermann, a member of the Spitzer's cabinet.

The report is above. The Commission on Public Integrity will issue a statement shortly.

If the IG's findings are true, it calls into serious question the prosecution and actions of the Integrity Commission, which charged some of Spitzer's top aides but never the governor himself. One of those aides, Darren Dopp, is fighting the charges against him.
