Here’s a clip of one of the speakers at the meeting, Christine Quinn, who complained at how quickly the proposed budget was considered before it went to a vote.

“What you cannot cut out is the public’s opportunity to be heard,” she said. By voting on the budget today, Quinn went on, “you send a message that the opinion of those you are charged to serve does not matter.”

Quinn also suggested using federal stimulus dollars for to fund the M.T.A.’s operating costs, but cautioned, “This is not something you want to do regularly.”
