James W. Holzapfel (R-Toms River)

Assemblyman James W. Holzapfel was sworn in to the Assembly on August 15, 1994 after being chosen by the Republican County Committee members of the 10th District to fill a vacancy created by the resignation of Virginia Haines. He won a special election for the remaining year of the unexpired term on November 8, 1994, and has been elected to full terms six times.

Assemblyman Holzapfel is a 1966 graduate of Monmouth College and a 1969 graduate of Seton Hall Law School. Currently he is the senior/managing partner with the Toms River firm of Citta, Holzapfel, Zabarsky, Leahey and Simon. From 1987 to 1992, he served as Ocean County prosecutor and he is currently the Municipal Prosecutor for several municipalities. He also was a former instructor in criminal and constitutional law at Ocean County College.

Assemblyman Holzapfel has served as a member and past chairman of the Joint Committee on Ethical Standards, and from 1995-1996, he served as chairman of the Governor’s Study Commission on Parole.
Assemblyman Holzapfel’s various appointments and memberships to civic and professional organizations include the following: the Law Enforcement Study Commission, Governor’s Advisory Council on Juvenile Justice, New Jersey and Florida Bar Associations, New Jersey Supreme Court Committee on Municipal Courts, National District Attorneys Association, International Narcotics Enforcement Officers Association, president of the Douglas C. King Memorial Foundation at Ocean County College and a former member of the point Pleasant Board of Education.

In addition, Assemblyman Holzapfel has been honored with the National Association of Counties Achievement Award, Ocean County Chiefs of Police Association Legislator of the Year in 1994, Public Official Dedication Award for Ocean and Monmouth Counties M.A.D.D. in 1992 and the Ocean County Crime Prevention Award in 1991.

Assemblyman Holzapfel was born and raised in Point Pleasant Beach where he attended high school and graduated in 1962. He and his wife, the former Joyce Holden, have two adult children, Dennis and Jennifer.
