Horizon Blue Cross cites health care act in application withdrawal

In a letter Horizon Senior Vice President Linda Willett sent to the Department of Banking and Insurance regarding its decision not to pursue a change to a for-profit entity from a non-profit, the executive cited two main factors.

Complex requirements under the 2010 Patient Protection and Affordable Care Act and related redesigns of Horizon’s business;

The Department declaring Horizon’s business plan submission incomplete.
