TRENTON – A major state labor union has won an appellate court decision against the state Civil Service Commission.
The court today reversed the Commission’s adoption of a rule that governed vacation leave for state workers.
The regulation authorized the use of so-called “paid leave bank days,’’ that were designed to avoid layoffs and compensate workers for wages lost during a furlough.
The Communications Workers of America had opposed the new regulations, which have a complicated history involving emergency regulations and memorandums of understanding.
But the court handed the matter back to the Commission for further consideration.
