Weekly Advance: Week of March 26

TRENTON – It’s that time again.

A series of legislative hearings on the FY 2013 budget and Gov. Chris Christie’s $32.1 billion budget proposal are slated to kick off the last week of March.

The hearings will include testimony from top department and state officials – marking the beginning of a key portion of the budget-building process.

State revenue projections from the Office of Legislative Services could be released to lawmakers by Monday, just a day before OLS’ Legislative Budget and Finance officer, David Rosen, testifies before Senate Budget and Appropriations.

The analysis will come a little more than a month after the governor’s office projected total revenues for the fiscal year will be $31.9 billion, nearly $2.2 billion more than the previous fiscal year.

Senate lawmakers will be given an overview of the governor’s proposed budget by state Treasurer Andrew Sidamon-Eristoff.

Sidamon-Eristoff is scheduled to testify before the Senate Tuesday afternoon.

Both men will go before the Assembly Budget Committee Wednesday.

When Christie unveiled his budget plans earlier this year, he proposed an income tax cut of 10 percent, which Democrats have countered with a property tax cut proposal.

Christie also predicated his budget proposal on an economy that he said is showing signs in New Jersey of recovering.  The figures which OLS and the Treasury will discuss next week could go a long way toward showing just how much confidence departments have that the economy will indeed rebound during this coming fiscal year.

Supreme Court hearing

The state Supreme Court is slated to hear oral arguments Monday morning in a lawsuit filed by a judge over pension/benefit reform.

The lawsuit, brought by Judge Paul DePascale, argues the state’s landmark overhaul of pensions and benefit contributions by public employees does not apply to judges. The high court agreed in November to hear the case.

The hearing is scheduled for 10 a.m.
