But Harris, a state Supreme Court nominee, said it would be inappropriate to comment on such matters.

Scutari nevertheless questioned him about an email comment in which he referenced work rules that became “shackles” for manufacturers and the railroads, and pressed him on whether that did not show his true feelings about collective bargaining.

But Harris responded that as an elected official he often takes positions that he feels would benefit what his constituents want.
