Spokesman Tom Hester said A3309 is being held because it needs additional work. He said there were some concerns raised about how it could affect funding for federal unemployment insurance benefits.

A3309 would require that when an appeal regarding unemployment benefits has not been decided after 60 days from the date the appeal was filed, and benefits have been withheld during that time, then the person shall be paid any withheld benefits.

The Assembly Labor Committee released the bill on Monday.
