TRENTON – David Rosen, the legislative budget and finance officer for the Office of Legislative Services, has received a 2013 Staff Achievement Award from the National Association of Legislative Fiscal Offices.
Rosen, who provides fiscal analysis for legislators, is a frequent target of the governor’s, who even once dubbed him the “Dr. Kevorkian’’ of the numbers because his forecasts were consistently more downbeat than those of the Executive branch.
Yet legislators have consistently come to his defense over the years, even stating that over time Rosen’s outlooks have proven to be accurate.
The president of the National Association, Betsey Daley, said Rosen’s exemplary work and “individual excellence’’ earned him the award.
