On Sept. 9th of last year, Patrick Foye, executive director of the Port Authority of New York and New Jersey, e-mailed his assessment that the lane closures in question did not follow protocol and created “dangers to the public interest.”

The documents show that Bill Baroni, deputy director of the Port Authority, forwarded the e-mail to Egea three hours after Foye sent the transmission.
